The Town of Winthrop is proposing to construct an extension to the existing Susie Stevens Trail system that connects the downtown with areas south of town. The area of potential effect (APE) is approximately 1,800 linear feet. Construction of the trail may require excavations as deep as 3.0 feet in places to level and prepare the route.
Pre-field research at the Washington State Department of Archaeology and Historic Preservation (DAHP) in Olympia, Washington revealed nine previously recorded cultural resources within 1.0 mi (1.6 km) of the Project Area. The DAHP’s predictive model places the Project Area within an area of “very high” probability for encountering cultural resources.
The pedestrian survey and subsurface investigations for the Susie Stevens Trail Project resulted in no Native American or historic-era cultural material or features. The proposed walking trail parallels a 950-ft (289.5 m) sections of the Fog Horn Irrigation Canal (Appendix A). The canal has been in operation for over 100 years, as have the Chewuch, Fulton, and Barkley canals east of the river, and the Wolf Creek canal located west of the river. This historic feature is outside of the Project Area and will not be affected by the proposed undertakings. The proposed undertaking will result in No Historic Properties Affected, and no further archaeological investigations are recommended prior to, or during, execution of this project.
